Lyca Compliance Training

Introduction

Pre-paid SIM card registration is mandated in Australia and requires consumers to provide proof of identification for verification in order to activate and use a mobile SIM card. This is called the Know Your Customer Process (KYC). Lycamobile must ensure that all existing employees and contractors and its authorised parties (and any related bodies corporate) involved in the identity verification and/or activation of prepaid mobile carriage services have completed Compliance Training. Training will be delivered at least once a year for three years The Australian Communication Authority has placed an obligation on operators to capture the identity details of its customers and keep accurate records to be made available to the relevant authorities upon request and via integrated public network database.

Why is KYC important?

KYC verification process ‘assures’ the identity of the registered user.

Lycamobile’s induction program requires all new employees, contractors of Lycamobile and its authorised parties involved in the verification and/or activation of prepaid mobile carriage services to undertake Compliance Training.

Reduces the risk to operators of unintentional compliance failures.

Customer registration through KYC verification process will be least likely to suffer from identity fraud or compliance abuse.

Only ‘authenticated’ data needs to be stored and not identity data reducing the risk of privacy and identity fraud issues.

Purchasing Mobile services

Under 5 mobile services The services must not be activated before you will need to obtain the following information about the customer: Name Home address (or business name and address if you’re purchasing on behalf of a business) How many other prepaid mobile services the customer has If the customer purchased a service by credit or debit card and have 5 or fewer mobile services activated, that’s all you need. If customer does not pay by credit card you will need to obtain: 1 document from category A 2 documents from category B More than 5 mobile services If customer is purchasing or activating a service you will need to ask for more identification if the customers has more than 5 prepaid mobile services activated. You will need to ask for: 2 documents from category A 1 document from category A plus 2 different documents from category B

Proof of identity

To activate a new prepaid mobile service, customer is required to provide:

1. Name
2. Date of birth
3. Home address (or business name and address if you’re activating on behalf of a business)

Lycamobile will conduct a visual check of documents presented or uses a government service such as the to check your identity.

They may also verify using an existing post-paid or prepaid account or by real time or time delayed financial transaction.

Passbook for a specified financial account

Your identification must be current (not expired) and show customer name and/or address. By law, the telco has to protect the privacy of customer information.

Training record

Lycamobile will keep a written record of the details of the Compliance Training undertaken including:

(a) the name and designation of each attendee of the session/course;

(b) the details of the content, method of delivery and the duration of the session/course;

(c) the date/s the session/course was delivered;

(d) whether the training/course requirements were successfully completed by each attendee.
